CCBE says goodbye to our Weekly E-News Publication and Hello to CCBE's Construction Connection

One positive outcome of the bad economy is that businesses are looking at ways to improve how they do business. In this philosophy CCBE has reviewed what we do and how we do it.

Any of you who have been a CCBE member for any amount of time have learned that CCBE is always looking for innovative ways to service our members. One of the most important services that we offer our members is top notch communication tools. We are excited to announce that on 1/3/11 we are launching a new Daily Email - CCBE's Construction Connection.

The Construction Connection will be a marriage of CCBE's weekly E-News and daily Morning Joe. CCBE has contracted with a new service provider that will allow CCBE to offer a more useful product.

By providing information in a simple electronic format to our members we can reach more members quickly and efficiently. All of the same information will be provided in an easier user friendly format.

The Construction Connection is a daily email that will contain the content previously included in the E-News and Morning Joe developed to provide our members with a snapshot of the contents to allow the viewer to decide what he/or she would like to review. Plus we will now have the ability to archive the articles for future reference for when you are looking for information on a specific topic.

We will continue to produce CCBE's E-News for several weeks to allow you time to become more familiar with the new electronic newsletter "CCBE's Construction Connection".

Because we are changing email platforms to launch this new service, there may be residual effects. So, if on 1/3/10 or after you do not receive the Construction Connection, please contact our office and we will work with you to determine the cause of this problem.

Who Should Attend ?

Everyone that needs to meet the State's Mandated Requirements to become "Certified" as a Qualified SWPPP Practitioner or Qualified SWPPP Developer.
The California State Water Resources Control Board (SWRCB) is now implementing training requirements relating to the Construction General Permit which became effective July 1, 2010, for storm water discharges associated with construction and land disturbance activities. By September 2, 2011, individuals developing and revising SWPPPs must obtain certification as a Qualified Storm Water Pollution Prevention Plan Developer (QSD), while individuals implementing best management practices and/or conducting site monitoring, sampling, and reporting activities must obtain certification as a Qualified Storm Water Pollution Prevention Plan Practitioner (QSP).

QSP/QSD (Days 1 & 2) Training:
Topics covered include training overview and regulations, erosion processes, sediment control, SWPPP implementation, monitoring and reporting.
QSD (Days 1, 2, & 3) Training:
Training includes project planning, site assessment, SWPPP development, permit registration documents (PRDs) and project closeout.

Craig Strong-California Employers Association Craig has over 25 years of extensive experience in human resources. His areas of expertise include recruiting, interviewing, record keeping, regulatory compliance, conflict resolution, union relations, employment law, training and team building. Craig began his human resource career right out of high school, when he joined the Navy.With a Bachelor of Arts in Human Resource Management, Craig retired from the military. He continued to round out his career by working for a large banking institution, later a small private employer, and most recently was employed by a large manufacturer in Fresno.

Darrin Stephens, CSP, ARM - Cal/OSHA Darrin has over 20 years of safety professional experience. He is currently a Consultation Officer with Cal/OSHA's Consultation Service. Darrin is a graduate of California State University, Fresno, earning a Bachelor's Degree in Business. He is a Certified Safety Professional (CSP), has an Associate in Risk Management certification, and is a Member of the American Society of Safety Engineers (ASSE).

FRESNO, Calif., (OCTOBER 26th 2010) – Announcing the launch of Building Central California (buildingcentralcalifornia.com). Building Central California (BCC) is a cohesive effort of several local associations and organizations that have come together with the intention of streamlining the process in which the vast amount of information is disseminated to the industry. Each of these associations is dedicated to serving specific and categorical market segments which directly impact the industry and community. The BCC portal establishes a centralized location in which industry professionals can acquire information regarding upcoming events, courses, seminars, workshops, and contact information for each association involved.

Most companies that are involved in some aspect of the construction industry already belong to one or more of these industry associations. The content of the site will be significant to a wide range of individuals such as: Architects, Contractors, Engineers, Suppliers, Manufacturers, Community Leaders, and those that provide services to the Building Industry. The BCC portal will allow each organization to post information specific to their association along with dates, times, locations, cost, flyers, and automated Outlook scheduling. Currently there are ten (10) organizations that are involved:

AUGUST 25th 2010 - FRESNO, CA The Central California Builders Exchange was invited to go on KSEE 24 Central Valley Today Show to discuss the ACE Mentor Program and recruit Mentors for the upcoming school year.



This is a great program that encompasses education, workforce development and the 2nd largest industry in the world. The ACE (Architecture, Construction, Engineering) Mentor Program is looking for mentors with experience in the above mentioned industries to participate in this years program. What better way to give back to your industry than to help develop a qualified workforce of the future?

The only committment is a couple of hours after school every other week from now thru April. You will be asked to enlighten and engage high school students by sharing your role and experiences in the industry. These students are all considering a career in the industry and will all be eligible to win scholarships through the program.

SUMMER SIZZLED WITH SCHMOOZE - A - PALOOZA AT ALERT-O-LITE AND SIGNMAX IN FRESNO ON FRIDAY NIGHT!


Schmooze – A – Palooza teamed up with Alert-O-Lite and SignMaxto celebrate their 39th anniversary on Friday. Several people turned out to celebrate and Schmooze with good food, refreshments and a lot of great prizes from Alert-O-Lite and their vendors! In a continual effort to advocate collaboration of the industry and bring all of the players to the table and work together we are organizing monthly networking / mixer events. These events are being held at various locations throughout Central California and sponsored by our Members. This is a direct way for us to reach out to our members in a fun interactive environment and discuss the needs of their respective organizations and the industry as a whole.
Our goals with the Schmooze – A – Palooza events are to:

• Bring the construction industry together throughout the Central California region.
• Continue to build relationships within the Construction community and promote the industry as a whole.
• Keep our finger on the pulse of our Members needs so we can adjust and grow to fit those needs.
• Build relationships amongst our members who can benefit from utilizing each other’s resources as well as the resources available to them through CCBE to be successful.
• Enjoy food, drinks and of course Schmoozing!


Thanks to our sponsor for August Alert-O-Lite and SignMax there was a feeling of being in at a carnival at this months SCHMOOZE – A – PALOOZA. Alert-O-Lite put on a great time for all who attended the event, with snow cones, cake, vendor booths, games and a ton of prizes! The Alert-O-Lite team had a huge tent set up to shield guests from the 98 degree heat along with large fans and cool refreshments. We also had the full support of the Alert-O-Lite team as they joined in the festivities and mingled amongst the guests.


This was the perfect way to take advantage of a sunny Friday afternoon by coming out to socialize with others in the industry. The SignMax team showed off their skills with all of the banners, signs and other decorations. There was a grand prize drawing for a very nice stainless steel Gas BBQ that went to one of the lucky attendees of the mixer. There were several other prizes that were won through the various games, putting challenge, Wheel of Fortune, and the Blower-Football Obstacle course were just a few.

Alert-O-Lite was founded in 1971 by Eddie F. Hunsaker and his partner, Jack E. Jensen. The target market was the general contractor, and the business was centered around traffic control and supplies. THE CENTRAL CALIFORNIA BUILDERS EXCHANGE (CCBE) CONTINUES TO SUPPORT THE ARCHITECTURE, CONSTRUCTION, ENGINEERING (ACE) MENTOR PROGRAM THROUGHOUT CENTRAL CALIFORNIA


FRESNO, Calif., (August 2nd 2010) – The Central California Builders Exchange is seeking Mentors to participate in this year’s ACE Mentor Program. The ACE Mentor Program of Central California is a not-for-profit organization that helps prepare high school students for careers in design and construction through mentoring. This program just completed one of the most successful pilot program years on record. Because of this unprecedented success, the program looks to triple in size and service area for the 2010-2011 year. In line to participate are Design Science, Edison, Duncan Polytechnical, Hoover, Liberty (Madera), Clovis and Kerman High Schools.

A partnership between schools, architects, engineers, construction management companies, trades and professional organizations, ACE awarded more than $300,000 in scholarships to students graduating from programs in California in 2010. The Central California Builders Exchange continues to support and promote these partnerships to further develop a qualified and motivated workforce for the generations to come. The ultimate reward being a sustainable influence on the entire community and building industry as a whole.

Stephanie McShane, Division Manager for local firm A-C Electric, said this about her first year mentoring: “What a rare and wonderful opportunity for these two groups to interface in such a positive way. It enables us to steer some wonderful young minds toward a career in our industry. I will definitely be part of it again next year.”

Participating Companies/Mentors adopt a group of 15 to 30 students for the school year and introduce them to careers in the design and construction industries. Programs in California enrolled close to 1,000 students this year. Students and their mentors meet 15 times a year to work on a design project that is presented at the end of the season. The program concludes with the fundraising luncheon where scholarships are presented to the high school seniors who plan to further their education and pursue careers in these industries.

The first week of Summer took Schmooze – A – Palooza to Mold Solutions, Inc. in Madera! Nothing like the smell of BBQ Chicken and Ribs catered by Famous Dave’s to get people to come out and enjoy an evening of good food, good drinks and good SCHMOOZING! In a continual effort to advocate collaboration of the industry and bring all of the players to the table and work together we are organizing monthly networking / mixer events. These events are being held at various locations throughout Central California and sponsored by our Members. This is a direct way for us to reach out to our members in a fun interactive environment and discuss the needs of their respective organizations and the industry as a whole.
Our goals with the Schmooze – A – Palooza events are to:

• Bring the construction industry together throughout the Central California region.
• Continue to build relationships within the Construction community and promote the industry as a whole.
• Keep our finger on the pulse of our Members needs so we can adjust and grow to fit those needs.

Six-Month, Multi-Agency Probe Lands OSHA Imposter in Jail


Six month and four states later, four investigating agencies bring a 52-year-old woman back to the Central Valley to face more than 50 counts of grand theft, burglary, diversion of labor funds and theft by false pretences - all felonies. Maria Capiel is now in the Fresno County Jail for defrauding seven construction businesses in Fresno County, including one in Clovis, of nearly half a million dollars.

Clovis Police received a call from a local construction company after Capiel, who offered "safety classes" under the guise of being an OSHA (Occupational Safety and Health Administration) trainer, also sought to mitigate a fine she said the company owed to Cal-OSHA due to violations. When she broached the company again saying the fine was more than she thought it was going to be, owners immediately called our department.

Capiel stole, under false pretences, $35,000 from the Clovis construction firm. Clovis Police Detectives were able to put a hold on that money (disbursement pending court action), but not before Capiel fled the greater Clovis/Fresno area very quickly. She left behind a fully furnished homein Fresno and two cars in her haste to getaway to Las Vegas.

The U.S. Marshals Service then got involved and followed her trail from Nevada to Seattle to Texas, where they arrested her last month. They returned her to Clovis yesterdayafternoon, allowing detectives here to complete their investigation.

Five of the seven valley cases are being investigated by Fresno Police and one is being handed to the Fresno County Sheriff's Office. The U.S. Marshals Service is handling the crimes sheperpetrated in other states.

In her ficticious business dealings here, Capiel offered local construction companies binders full of training material and schooled employees in OSHA regulations for a fee. She "mitigated" non-existent fines and pocketed the money in an elaborate scam to bilk money out of victims.

APRIL 1ST, 2010 - The Central California Builders Exchange (CCBE) has started off the new year with a bang! In the first three months of the year CCBE posted 2,012 Projects!!! This number does not include pre-bid project leads which CCBE also provides to it's Members.

When asked what factors have contributed to these increased project counts Hilary Cragin, Plan Room Manager for CCBE said, "We continue to strive to bring value to our Members. CCBE Pulls Out of Builders Exchange Network!

THE CENTRAL CALIFORNIA BUILDERS EXCHANGE REMOVES ITSELF FROM THE NETWORK OF BUILDERS EXCHANGES.

APRIL 1ST 2010 - In a paramount manuever the Central Califonria Builders Exchange officially removed itself from the network of Builders Exchanges associated with the onlin plan service. What this means is that Members will not be able to access other online plan rooms through their CCBE Membership. Additionally Members from other builders’ exchanges will no longer have access to the CCBE online plan room limiting potential competition to our Members.

"The Central California Builders Exchange, its Directors, and Management have come to this decision after significant research and consideration. It is our collective opinion that this will help our organization and its Members remain competitive and successful in the years to come. It is neither fair nor responsible to continue allowing subscribers the same access as our Members in our current economic climate. The Central California Builders Exchange has always done everything in its power to protect the best interest of its Members. This decision will help to maintain and protect the integrity of our Membership in its entirety." CCBE Letter to Members.

The CCBE will maintain a relationship with its current vendor for posting plans online. The functionality, layout and level of service will remain the same. The only change is to subcription services. Any organization wishing to view the plans and projects posted by the CCBE will have to be a regular Memebrs in good standing. The CCBE notes that there were three main factors that lead to this decision:
  1. Fairness to Members
  2. Maintaining the Integrity of Intellectual Property
  3. Economic Factors and Competition

CENTRAL CALIFORNIA BUILDERS EXCHANGE HAS ESTABLISHED ITSELF AS THE NUMBER ONE SOURCE FOR PROJECT LEADS IN CALIFORNIA


FRESNO, Calif., (March 1, 2010) – In a continuing trend the Central California Builders Exchange (CCBE) has once again brought a record number of project leads to its members.

The motivation of the CCBE has always focused on bringing value added services to the Membership. With current economic factors having an immediate affect on many of its members the CCBE has been continually making a concentrated effort to increase the value of Membership. With this concept in mind they have continually set goals in place to increase the overall number of project leads. The investment of human capital, continual folllow up, and a reputation for followin through has paid off in a big way.

"Our team has been very dilligent in building relationships with plan providers throughout the Central Valley for the past several years. Our industry is facing the challenges of the economy head on and we (CCBE) have dedicated our resources to bringing more projects to our Members to help them remain succesful."
